The coming Common Recruitment Examination and Basic Law and National Security Law Test (Degree / Professional Grades) (CRE and BLNST) is tentatively scheduled to be held in Hong Kong on 5 October 2024, or another date within October 2024 if necessary.

Eligibility |
Applicants for the CRE and BLNST should be –
- holders of degree (not including Associate Degree); or
- final year (i.e. graduating in the academic year of 2024-25) or penultimate year (i.e. graduating in the academic year of 2025-26) students of undergraduate programmes ; or
- holders of a qualification meeting the entry requirement on professional qualifications for civil service degree or professional posts

CRE and BLNST for those studying or residing outside Hong Kong |
- For the convenience of those studying or residing outside Hong Kong, the CRE and BLNST is tentatively to be held on 7 December 2024 in seven other cities, namely Beijing, Shanghai, London, New York, Toronto, Vancouver and Sydney. The call for applications for taking the examination outside Hong Kong will be made later this year. The application details, including the advertisement, will be sent to you before the start of the application period.

- Application details and an on-line application system will be available at www.csb.gov.hk/eng/cre.html during the application period
- Applicants may choose to take any of the CRE papers / or the BLNST paper in this examination
- Recruitment of Administrative Officer (AO), Executive Officer II (EOII), Assistant Trade Officer II (ATOII) and Transport Officer II (TOII) in September 2024
The Government is planning to launch a new round of recruitment exercises for the AO, EOII, ATOII and TOII posts in September 2024. As part of the entry requirements for the posts, applicants would need to attain the following results –
– Level 2 in both language papers (i.e. Use of Chinese and Use of English) in the CRE, or other results which are accepted as equivalent (details are set out on Civil Service Bureau’s (CSB) website at www.csb.gov.hk/eng/cre.html);
– a Pass result in the Aptitude Test in the CRE; and
– a Pass result in the BLNST.
In addition, similar to the arrangement last year, the pool of eligible candidates for the above-mentioned posts has been expanded to students pursuing a bachelor’s degree or equivalent and graduating in the years of 2025 or 2026. Arrangements of the relevant civil service recruitment examinations are adjusted accordingly to allow them to apply for the posts and/or apply to take the CRE and BLNST.
– Further details of the upcoming recruitment exercises for the AO, EOII, ATOII and TOII posts will be announced in the due course.
