The financial assistance schemes, which are administered by Student Finance Office (SFO) under the Working Family and Student Financial Assistance Agency (WFSFAA)：
1. Financial Assistance Scheme for Post-secondary Students (FASP)
Financial Assistance Scheme for Post-secondary Students (FASP) offered by HKSAR provide means-tested financial assistance including Grant (tuition fee and learning expenses) and / or Loan to needy full-time undergraduates aged 30 or below.
2. Non-means-tested Loan Scheme for Post-secondary Students (NLSPS)
The NLSPS is used to complement the Financial Assistance Scheme for Post-secondary Students (FASP) to provide loan(s) to eligible students to settle tuition fees of locally-accredited, self-financing full-time post-secondary education programmes.
3. Extended Non-means-tested Loan Scheme (ENLS)
The Extended Non-means-tested Loan Scheme (ENLS) is established by the HKSAR Government. It aims to provide financial assistance in the form of loan to eligible students to settle tuition fees of specific full-time and part-time postgraduate programmes.
4. Student Travel Subsidy for Post-secondary Students (STS)
The Student Travel Subsidy (STS) for Post-secondary Students provides travel subsidy to needy students attending a full-time day course up to first degree level in an acceptable institution, residing beyond 10 minutes walking distance from school and require to use public transport for travelling to school. Applicant must indicate the wish for STS in the application form for financial assistance under the FASP.
5. Community Care Fund Assistance Programmes
- Providing hostel subsidy for needy undergraduate students
- Increasing the academic expenses grant under the Financial Assistance Scheme for Post-secondary Students
- Enhancing the academic expenses grant for students with special educational needs and financial needs pursuing post-secondary programmes

♦ Self-financing Post-secondary Scholarship Scheme of the Education Bureau (SPSS)
To enhance the quality of the self-financing post-secondary education, the Self-financing Post-secondary Scholarship Scheme (SPSS) is set up by the HKSAR Government under the Self-financing Post-secondary Education Fund to offer scholarships and awards to students pursuing full-time degree programmes. There are five types of scholarships established under the Scheme, namely, the Outstanding Performance Scholarship (OPS), the Best Progress Award (BPA), the Talent Development Scholarship (TDS), the Reaching Out Award (ROA) and the Endeavour Scholarship (EDS)
A student may only be awarded ONE of the scholarships or awards above in each academic year, but may be awarded with different scholarships or awards in different academic year.
A student may be awarded the OPS/TDS/EDS more than once throughout his studies of the relevant programme, and will be considered based on individual merits.
A student may only be awarded the BPA/ROA once throughout his studies of the relevant programme.
While there is no fixed percentage split between local and non-local recipients, a majority of the recipients should be local recipients.

♦ Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong
Starting from the 2017/18 academic year, the Government will provide a non-means tested annual subsidy of $30,000 for eligible new and continuing students pursuing full-time locally-accredited local and non-local self-financing undergraduate (including top-up degree) programmes in Hong Kong.
The non-means tested annual subsidy for studies in Hong Kong is only applicable to Hong Kong students who has:
(1) Attained “3322” in the Hong Kong Diploma for Secondary Education Examination (HKDSE) when they are enrolled in eligible self-financing undergraduate programmes; or
(2) Attained sub-degree qualifications (i.e. after completing the full-time locally-accredited sub-degree programmes in relevant disciplines) when they are enrolled in eligible self-financing top-up degree programmes.
Both new and continuing students meeting the criteria are eligible for the subsidy, which is tenable for the normal duration of the programmes.
